Use Case garbage container fill level

It’s super annoying when the garbage container or the waste paper bin are always full when you stand in front of them with full buckets. Or when all the bins are only half full and are waiting outside to be emptied. An ‘automatic’ notification to the pick-up service or the facility manager would be helpful.
